George Papandreou served as Prime Minister of the Hellenic Republic (Greece) from 2009 to 2011 and as President of the Socialist International from 2006 to 2022, making him one of the most prominent voices in global social democracy over the past two decades. He currently serves as a member of the Greek Parliament, participates in the Parliamentary Assembly of the Council of Europe as General Rapporteur for Democracy, and remains an active contributor to international forums on democratic governance, climate diplomacy, and digital society. He is a full member of Club de Madrid, the world's largest forum of former democratic heads of state and government.

As Foreign Minister from 1999 to 2004, Papandreou engineered one of the most consequential diplomatic breakthroughs in modern European history — a rapprochement between Greece and Turkey that eased decades of tension and contributed to Cyprus's accession to the European Union in 2004. This bridge-building diplomacy earned him the title "Diplomat of the Year" from European Voice in December 2003. He served earlier as Minister of Education and Religious Affairs — during which he established the Greek Open University — and held deputy ministerial roles in foreign affairs and culture. He entered the Hellenic Parliament in 1981 and served continuously until 2015, a parliamentary career spanning more than three decades.

As Prime Minister, Papandreou assumed office as Greece faced a fiscal crisis of historic proportions. His government negotiated the first sovereign bailout in the eurozone's history and implemented sweeping structural reforms aimed at modernizing Greece's public administration and addressing systemic corruption. and combating systemic tax evasion. In 2010 he was named to Foreign Policy magazine's list of the Top 100 Global Thinkers, and received the Quadriga Award for his government's transparency in disclosing the country's true fiscal position. Following his tenure as Prime Minister, he was re-elected President of the Socialist International at the 2012 Cape Town Congress and again at the 2017 Cartagena Congress.

Papandreou was born on June 16, 1952, in Saint Paul, Minnesota, USA. He received a B.A. in Sociology from Amherst College in 1975 and an M.Sc. in Sociology and Development from the London School of Economics in 1977, and completed a fellowship at Harvard University's Center for International Affairs in 1992–93. He received an honorary doctorate from Amherst College in 2002 and was named a Distinguished Professor at Georgia State University's Center for Hellenic Studies in 2006.
